Viewing Economic Authority Information
You can view an operator’s current Economic Authority data and access Economic Authority functions using either the Operator Summary screen’s Summary tab or Operator Menu’s Economic Authority item.
For all operators, the Summary screen displays the operator’s current Air Carrier Type and Economic Authority Status (below the Update Economic Authority button) near the top of the screen. For all air carrier types except U.S. Air Taxi operators (under Part 298), the Summary screen provides a display-only version of the Dockets List (referred to as the “Docket Display List”) which contains rows of docket list items and, for each row, data placed in grid columns including Docket Number, Issue Date, Title/Description, Docket Link, and File Name.
To View an Operator’s Economic Authority Data:

Open the Operator Summary screen and use the Summary tab to access Economic Authority data using the Update dialog box.

Open the Operator Summary screen and Click the Operator Menu’s Economic Authority menu item to access Economic Authority data using the Economic Authority screen:
The system displays the Economic Authority screen (Economic Authority screen (135 operator) or Economic Authority screen (129 operator)) for the current operator with read-only Operator/Registration fields in the screen header and, displayed below, the Update Economic Authority and History buttons and several display-only fields related to the operator’s Economic Authority.
For a domestic operator, the Economic Authority screen displays the following data:
Air Carrier Type: Air Carrier Type (from 6410 Form).
Initial Registration Date: Date initial registration was approved (from Initial 4507 Form)
Economic Authority Status: The status of authority for registered operations.
Certificate No Longer Holds Economic Authority As Of (date).
For a foreign operator, the Economic Authority screen displays the following data:
Air Carrier Type: Air Carrier Type (from 6411 Form).
Economic Authority Status: The status of authority for registered operations
Air Carrier Type list box (required):
Values (U.S. operators): U.S. Air Taxi Operator (under Part 298); U.S. Commuter Air.
Values (Foreign operators): Foreign Air Carrier Operating Small Aircraft; Foreign Air Carrier Operating Large Aircraft; Air Taxi Operator; Canadian Charter Air Taxi Operator (under Part 294).
Economic Authority Status list box (required):
Values or U.S. Commuter Air: Revoked; None; Filed/Pending; Effective.
Values for Foreign Air Carrier Operating Small Aircraft and Large Aircraft: Ceased; Revoked; Foreign Air Carrier Permit; Foreign Air Carrier Exemption.
Values for Canadian Charter Air Taxi Operator (under Part 294): Ceased; Revoked; Canadian Air Carrier Permit; Canadian Air Carrier Exemption.
Assigning Economic Authority (U.S. Air Taxi Operators)
To Assign Economic Authority for a U.S. Air Taxi Operator under Part 298:

Open the Update Economic Authority window or dialog box:

Using the Operator Summary screen:

Open the Summary tab.

Click the Update Economic Authority button.

The system opens the Update Economic Authority dialog box.

Using the Operator Menu:

Click the Economic Authority menu item.
The system opens the Economic Authority screen.

Click the Update Economic Authority button.The system displays the Update Economic Authority dialog box or Assign Economic Authority screen (depending on the screen you came from). The Air Carrier Type list box displays the operator’s current Air Carrier Type value.

Use the screen’s or dialog box’s fields and controls to update the operator’s Economic Authority data:

Air Carrier Type list box (required): To change the Air Carrier Type, use the Air Carrier Type list box to select a value:

Values (U.S. operators): U.S. Air Taxi Operator (under Part 298); U.S. Commuter Air.
Values (Foreign operators): Foreign Air Carrier Operating Small Aircraft; Foreign Air Carrier Operating Large Aircraft; Canadian Charter Air Taxi Operator (under Part 294)
The system updates the screen Air Carrier Type list box to displaying the selected value. Based on your selection, the system refreshes the screen and, if displayed, updates the available Economic Authority Status list box values.
If you selected a U.S. Commuter Air, Foreign, or Canadian operator, the screen is updated to display the Docket List and Add Docket Information and Remove buttons. Refer to the additional procedure “Assigning Economic Authority Status (U.S. Commuter Air and Foreign Operators)”.

Designate an Economic Authority Status, as needed. Depending on the refreshed screen displayed for the operator, use the “Certificate Will No Longer Hold Economic Authority” fields/controls OR select a value using the displayed Economic Authority Status list box:

For a U.S. Air Taxi Operator (under Part 298): To change the economic authority status:
Click the check box next to the displayed text “Certificate Will No Longer Hold Economic Authority On or After”.
Use the Economic Authority End Date field, labeled “Certificate Will No Longer Hold Economic Authority AFTER”, to enter a date value using MM/DD/YYYY format or use the displayed Calendar control to select an end date for the operator’s economic authority.

For all other operators (air carrier types): To change the economic authority status:
Use the Economic Authority Status list box to select a value (required):
Values (U.S. Commuter Air): Revoked; None; Filed/Pending; Effective.
Values (Foreign Air Carrier Operating Small Aircraft and Large Aircraft): Ceased; Revoked; Foreign Air Carrier Permit; Foreign Air Carrier Exemption.
Values (Canadian Charter Air Taxi Operator (under Part 294)): Ceased; Revoked; Canadian Air Carrier Permit; Canadian Air Carrier Exemption.

Click the Save button to retain the change (OR, click Cancel to abort the process).
The system closes the screen and returns to the Economic Authority screen. The data changes are reflected by the updated screen. If the Air Carrier Type is “U.S. Air Taxi Operator (under Part 298)”, the system updates the displayed Economic Authority status to “Cancelled” and the date next to the text “Certificate No Longer Holds Economic Authority As Of:”. Note: The Summary tabbed screen will display the message “You cannot register/amend your operator as Economic Authority is not approved.” in red text at the bottom of the screen.
Assigning Economic Authority (U.S. Commuter Air and Foreign Operators)
In addition to updating Economic Authority data, you can also manage the Docket Information List.
To Assign Economic Authority for a U.S. Commuter Air or a Foreign Operator:

The system displays the Update Economic Authority dialog box for U.S. operator or Update Economic Authority dialog box for foreign operator, or the Assign Economic Authority screen (depending on the screen you came from). The Air Carrier Type list box displays the operator’s current Air Carrier Type value.

As needed, use the Docket Information List to Add, Remove or edit Docket information. Refer to procedure “Working with Docket Information” for details.

Click the Save button to retain the change (OR, click Cancel to abort the process).
The system closes the screen and returns to the Economic Authority screen. Any data changes are reflected by the updated screen.
